A tool to support the development of implementation guides for evidence-based public health

ABSTRACT
BACKGROUND:
The implementation of public health and health promotion interventions is critical to achieve their intended effects. Effective deployment of evidence-based interventions requires structured strategies and dedicated implementation support tools, such as implementation guides. Although numerous guides detail implementation processes and deployment phases, there is currently no tool specifically tailored to the French context that supports intervention developers and deployment leaders in the design of implementation guides. This work aims to develop a structured tool to support the formalization of implementation guides for evidence-based public health interventions.
METHODS:
This study is conducted within the DIPP initiative, a collective dedicated to the deployment of evidence-based and promising interventions. A multidisciplinary working group was established, bringing together deployment stakeholders (governance, coordination, implementation) and intervention developers with experience in designing implementation guides. A literature review and an analysis of existing implementation guides were carried out to inform the development of the tool.
RESULTS:
The tool is currently under development. It includes: (1) an overview of key deployment challenges and the role of implementation guides; (2) an analysis of the scope, content, and cross-cutting components of existing guides; and (3) a set of key steps for developing an implementation guide. These steps include identifying target users, selecting the appropriate format, describing program theory and intervention activities, distinguishing core components from adaptable elements, analyzing implementation contexts, and defining indicators to assess implementation.
CONCLUSIONS:
This tool seeks to bridge implementation science, field-based experience, and empirical insights from the DIPP initiative. It addresses key challenges identified by stakeholders, including the need to anticipate contextual adaptations, reinforce the role of implementers, and recognize coordination as a central function in deployment. By supporting the development of knowledge-informed and context-sensitive implementation guides, this tool aims to strengthen the uptake of evidence-based practices in public health.
