ABSTRACT:
This study investigates the impact of health care financing models on antenatal and delivery services in Primary health Care Centres (PHC) in Mushin Local Government Area Council through the health insurance gate way of basic health care provision fund (BHCPF) intervention, which is a Federal Government funding Intervention from the 1% of the consolidated revenue of the nation. The main objective is to assess the effect of BHCPF in the up-take of Antenatal and delivery services in the empaneled PHCs in Mushin LGA.The research design was a retrospective interventional study that assessed the effect( before and after ) the introduction and activation of BHCPF in the empaneled PHCs Mushin LGA between 2021-2022 and 2023- 2024 respectively in both Palm Avenue and Ajeabo PHCs.The sampling was non-probability since only Palm Avenue and Ajeabo PHCs are the empaneled PHCs on health insurance gate way that offer both Antenatal and delivery services. The enrollment of the ANC and delivery clients were done on-line through Lagos State Health Management Agency under the platform of ILERA-Eko.Data were analysed for the period of study. Data analyzed using descriptive statistic, logistic regression and paired T-test..The data revealed a drastic increase of delivery arising from free health insurance service from the BHCPF close to 9.6 and 10.6 times deliveries in Palm Avenue and Ajeabo PHCs with statistically significant findings of a p-0.04 and 0.02 respectively after the Paired T-test of significance,and also logistic regression test (p= 0.01) on the BHCPF delivery in Palm Avenue PHC showing interaction between this Government free financing model and up-take of ANC and delivery services.Therefore increasing Government funding intervention can reduce the inequality gap in access to ANC and institutional delivery in the PHCs There is need for more awareness creation on free health insurance interventions among the community members.
