Barriers and Facilitators of Continuous Professional Development for Non – Communicable Disease managers in a public health setting in Gauteng, South Africa

ABSTRACT
BACKGROUND:
A Foundation for Research and Evaluation Training Programme (FRETP) was established to capacitate managers in a public health setting and it enrolled 5 cohorts between 2019 – 2025. There was collaboration with academic community through allocation of Supervisors for fellows.
AIM:
To investigate barriers and facilitators of Continuous Professional Development (CDP) of research on NCDs by managers enrolled and not enrolled in the FRETP.
OBJECTIVES:
To explore views of NCD line managers on CDP and research translation; To assess the barriers and facilitators experienced by FRETP NCDs fellows on implementation of the research projects;
METHODS:
Process evaluation using qualitative and quantitative methods was used. Purposive sampling was used to select Key Informants. 20 self-administered questionnaires were distributed online. Data was analyzed using thematic analysis and SPSS.
RESULTS:
Research Translation was reported as Appraising evidence and applicability to local context and Implementation strategies. Translation into practice” is a recognized process, not an accidental outcome. Facilitators were fellow’ Supervisors’ support, Clear guidance on ethics processes, support and motivation of the programme leader, availability of protocols and reports. Barriers were online learning, dedicated time for data collection, poor access of data analysis software programmes; resignations and changing of jobs led discontinued studies.
CONCLUSIONS:
CPD is valued when it strengthens service delivery, governance, and clinical processes. Collaboration with academic institutions is a pillar of FRETP. Physical classes should be encouraged and resources for research should be prioritized. Understanding of the research translation process was demonstrated, however application of the process should still be strengthened. Context instability and staff movement threaten continuity of CPD-linked projects. Strengthening CDP requires alignment to NCD priorities + equitable access + mentorship + monitoring. Research should be included in Operational plans of the managers in a public setting.
