INTRODUCTION:
This study describes a mental health program for primary care with specialized support through digital health resources. It presents a mechanism for expanding and supporting care, strengthening it with professional supervision for diagnostic qualification and non-pharmacological community interventions, with an emphasis on promoting mental health. The program aims to strengthen mental health care in primary health systems by offering epistemological resources in the construction of territorial care plans for people experiencing common mental disorders.

METHODS:
report of a mental health care program as a territorial care strategy, reducing barriers to access to care and the vulnerabilities experienced by people suffering from mental distress. The starting point for care is the territory and the subject's context, since mental distress is constructed within the social body.

RESULTS:
The welcoming actions are linked to training processes through tele-education, web conferences, and training paths in a set of initiatives from the Digital Health Center of the Federal University of São Paulo, Brazil, with a view to increasing the effectiveness and quality of mental health care provided by primary care teams with specialized support.

CONCLUSIONS:
The Center uses different digital resources, addressing different epistemologies and practical models that facilitate the care of territorial psychological suffering, ensuring welcoming, promoting mental health, and reducing harm. The challenges of digital inclusion for those served are pressing for the search for solutions, which demand continuous monitoring of the actions and strategies employed.
