Enhancing the utilization of Non Communicable Diseases related screening and treatment facilities including oral diseases among populations through a Tele health support initiative in the Manipal hospital network present in 4 selected districts of Karnataka State, South India , a priority feasibility project

ABSTRACT
BACKGROUND:
Manipal in Karnataka state supports the largest private hospital network across India for population health. Health services utilization is a vital component to enhance health outcomes. Though Karnataka state has put in significant efforts for the prevention and control of non communicable diseases, gaps do exist in terms of infrastructure, manpower and awareness levels and Telehealth services will be helpful.
METHODS:
4 districts namely Udupi, Uttara Kannada, Chikmaglur and Shimoga were identified for this project. To begin with, one Tele health centre in a town panchayath area in each district has been identified for a pilot testing. This includes a set up of infrastructure, manpower support and capacity building. 1. Udupi district, with a population of 1.7 million – Saligrama town panchayath, 2. Uttara Kannada district, with a population of 1.5 million – Honnavara Town Panchayath, 3. Chikkamagaluru district, with a population of 1.4 million – Koppa town panchayth 4. Shivamogga district, with a population of 1.9 million - Hosanagara town panchayath Strategies : Screening integration, Telehealth delivery and Treatment linkages were the priority focus areas. E- prescriptions,1 Triaging, monitoring, use of ASHA workers, app based screening and local language audio visual content were the other areas explored. Oral potentially malignant disorders screening was prioritized 2
RESULTS:
The feasibility of creating these centres has been tested over the past 6 months and has been found to be supportive in implementing an incrementally aided Tele health facility for enhanced utilization of health screening for non communicable 2,3 diseases and appropriate treatment facilities including oral health 4,5
CONCLUSIONS:
Telehealth support facilities as an adjunctive service 5does have a positive impact on the utilization of health screening and treatment facilities among populations. The key points to be noted are the appropriate infrastructure, incremental development, skilled manpower and maintenance.
