Ensuring quality health services for UHC: South Africa’s National Health Insurance framework for Accreditation

ABSTRACT
INTRODUCTION:
High quality health care services is a key element of Universal Health Coverage. South Africa is preparing to implement a National Health Insurance, aimed at improving access to quality health care services. An NHI Fund will be established as the single purchaser of health care services from both public- and private-sector health care service providers who are accredited and contracted with the Fund.
METHODS:
The NHI team at the National Department of Health has developed a framework that outlines the proposed processes of accrediting health care facilities. This has been done over the past year in conjunction with key stakeholders within the country’s health system. The NHI team aims to share information with interested participants, and to gain insight from subject experts. The NHI team will present a brief, high-level overview of the accreditation framework for 20 minutes. The team will then facilitate discussion with participants who will be asked to share national and international experience and best-practice on accreditation processes, and using the accreditation process to foster continuous quality improvement.
RESULTS:
The planned outcome of this organised session will be improved understanding of the framework on accreditation. The NHI team will also use contributions and learnings to improve the framework towards more practical policy development and improved implementation.
CONCLUSIONS:
Engagement on aspects of the planned NHI in South Africa will ensure robust policy development and support successful implementation towards achieving UHC.
