Evaluation of tubal ligation and vasectomy services in a small municipal hospital in the brazilian midwest

ABSTRACT
INTRODUCTION:
In Brazil, Federal Law N° 9263/1996 establishes family planning as a reproductive right, defining eligibility criteria for surgical sterilization, such as minimum age or number of children, minimum period for informed consente and prohibition of coercion. The weakness of these controls compromises women's health rights and impacts maternal morbidity and mortality, making the evaluation of municipal tubal ligation and vasectomy very important.
METHODS:
This evaluative and descriptive study was conducted through a technical visit to the hospital in July 2025. Secondary data from information systems, documents, workflows, care records, and the satisfaction of users, managers, and professionals were analyzed, with technical cooperation provided to the manager. The analysis was based on technical manuals and scientific publications, as well as on indicators of structure, process, and outcome.
RESULTS:
During the analyzed period (May 2024 to April 2025), the hospital performed 42 tubal ligations, 25 cesarean sections with tubal ligation, and 16 vasectomies. Adherence to good practices, installed capacity, and compliance were identified, such as the existence of a multidisciplinary team and established processes. However, nonconformities were observed, such as excessively fragmented workflows, incipient management of the demands and supply of sterilization surgeries, weaknesses related to professional training, underutilization of technical protocols, and the absence of standardized records.
CONCLUSIONS:
The evaluation highlighted technical criteria and internal controls for services to strengthen safe and regulated access to definitive methods, in accordance with Brazilian legislation. It contributed to increasing efficiency in the management of demands and supplies, reducing barriers to access care flow, as well as to the training of the team, adding value and satisfaction to the patients' journey. The study revealed the importance of the articulation between internal audit and management to achieve the objectives of sexual and reproductive health policies, reducing maternal morbidity and mortality, and improving quality of life.
