ABSTRACT
INTRODUCTION:
Frontline health workers (FLHWs) and Village Health Councils (VHCs) play a critical role in extending the reach of the health system to last-mile communities across India. Despite their central role in data collection and service delivery, these actors often receive limited or delayed feedback from the digital systems they support. The absence of simple, actionable data insights constrains their ability to identify local gaps, mobilise communities, and adapt service delivery to local needs. Strengthening community-level data feedback mechanisms is therefore essential to improving accountability, responsiveness, and data-informed decision-making within digital health systems.

METHODS:
This pre-formed panel examines efforts to strengthen data feedback loops for VHCs in Meghalaya, India. The work includes: (a) a review of the current status of VHC digitisation, including existing digital tools, platforms, and types of community-level data collected; (b) findings from a survey assessing VHC functionality, digital access, and digital competencies of VHC members across three districts of Meghalaya; and (c) participatory qualitative interviews conducted with VHC members and frontline health workers to co-design a digital dashboard. The dashboard developed includes present priority indicators across four domains: governance and functionality, financial performance, service delivery and health outcomes, and access to entitlements. Data feedback loops aim to bolster data use for decision-making and monitoring.

RESULTS:
The assessment identified significant gaps in the availability, accessibility, and usability of data feedback for VHCs and FLHWs. In response, a user-centred dashboard was developed to provide regular, actionable insights through visualisations, alerts, and simplified summaries aligned with local decision-making needs.

CONCLUSIONS:
Establishing regular, user-friendly data feedback loops can meaningfully enhance VHC functionality, strengthen accountability, and support more responsive service delivery at the community level. Ongoing implementation and evaluation will assess the impact of the digital dashboard on VHC performance and its contribution to strengthening Meghalaya’s digital health ecosystem.
