ABSTRACT
INTRODUCTION:
Vulnerable women experience disproportionate risks of adverse health outcomes due to structural barriers such as racism, patriarchy, and socioeconomic inequality. In response to this scenario and in line with human rights and equity commitments, the Brazilian government developed the "National Priority Agenda for Addressing HIV, AIDS, Tuberculosis, Viral Hepatitis, HTLV, Syphilis, and other STIs in Vulnerable Women." This policy seeks to promote strategic actions aimed at preventing and addressing these conditions, with a specific focus on this population..

METHODS:
Descriptive study based on the synthesis of evidence from the trajectory of Brazilian health policies. The development of the agenda was based on the historical construction of national norms and guidelines, consolidated through intersectoral and inter-federative efforts with the active participation of civil society. The reference document was launched in December 2025, integrating technical recommendations and political contributions from various social actors. Outcome: The Agenda is established as a strategic planning instrument designed to guide the formulation, implementation, and monitoring of public policies agreed upon for the 2025–2030 period. It is structured around four axes: 1) Inter- and intrasectoral articulation; 2) Expansion of access to prevention and guarantee of assistance; 3) Promotion of comprehensive care; and 4) Strengthening governance, sustainability, and social participation. The proposal establishes impact goals and decentralized actions (federal, state, and municipal levels), assuming the leading role of women's movements and civil society organizations in monitoring and executing the goals.

CONCLUSIONS:
The Agenda presents itself as an innovative technical-political tool to guide integrated actions within the Unified Health System (SUS). By addressing the intersection between social vulnerability and health, the instrument reaffirms the State's role in guaranteeing human rights and reducing inequalities affecting women in Brazil.
