ABSTRACT
INTRODUCTION:
Extreme heat is a growing public health threat disproportionately affecting people experiencing homelessness, who have limited ability to avoid exposure and face barriers to cooling options.1 Public health responses often focus on opening cooling centres, yet these services can be under-used by people experiencing homelessness due to access barriers.1-3 We will facilitate a highly interactive session in which participants bring local challenges and questions, and together we translate evidence and field-based experience1 into practical implementation skills for low-barrier, community-embedded heat relief responses for people experiencing homelessness.

METHODS:
This organised session is a skills-based workshop combining (i) a brief evidence and policy framing, (ii) a case study overview of co-designed mobile cooling hubs delivering shade, seating, airflow from electric fans, drinking water, cold-water spray, health checks, food, and referral pathways, and (iii) small-group activities. Participants will use guided discussion and structured problem-solving activities to develop a local implementation plan covering stakeholder partnership and co-design; site selection and operating model; communication and outreach; safety and cultural sensitivity; and a feasible evaluation approach, including a minimum dataset for service monitoring and impact assessment.

RESULTS:
Participants will produce a context-specific Heat Action Plan and evaluation package adaptable across settings. Outputs will include a stakeholder partnership and governance map, a low-barrier operating model and site/logistics checklist, a communications and outreach plan, and a safety and cultural sensitivity checklist. Participants will complete a feasible evaluation framework, including a minimum dataset for routine monitoring and simple pre-post measures suitable for field delivery. A worked case example, underpinned by pilot findings, will illustrate practical implementation and measurement while maintaining low barriers to access.

CONCLUSIONS:
This session will equip participants with knowledge and practical tools to implement and evaluate equitable, low-barrier heat relief responses for people experiencing homelessness, strengthening preparedness and accelerating scale-up in diverse public health systems.
