INTRODUCTION:
The judicialization of public health in Brazil presents complex challenges for both management and the assurance of equity in the Unified Health System (SUS - Brazil’s public healthcare system). In Espírito Santo, the demand for organizing data to improve decision-making led to the creation of a strategic monitoring tool, which is pioneering in the country in terms of its objective and format. This paper aims to present the implementation of the Capixaba Observatory of the Right to Health¹ as a policy of transparency and information management.

METHODS:
This is an descriptive study on the creation of the Observatory, which had a pilot project approved in 2023, made available in a test version in 2025, and instituted in 2026 by the Capixaba Institute of Education, Research, and Innovation. The methodology details the real-time integration between different sources: the state's database of legal claims, selected national indicators (demographic² and healthcare output³⸴⁴), and the state financial management system⁵, using business intelligence tools to systematize indicators.

RESULTS:
The Observatory consolidates interactive panels that allow for the analysis of the historical trends in the main judicial demands in health and the associated expenditures in the state. The tool facilitates access to information for researchers, legal practitioners, and managers, serving as a basis for strategic positioning and the qualification of public spending.

CONCLUSIONS:
This initiative demonstrates that technological integration between health and justice is fundamental for the sustainability of the SUS. The Observatory not only promotes transparency, but also acts as a governance tool that helps reduce information asymmetries, ensuring the right to health in a more efficient and evidence-based manner.
