Monitoring telehealth actions in a university digital health hub: operational indicators to advance health digital transformation

ABSTRACT
BACKGROUND:
The digital transformation of health is a strategy to strengthen Brazil’s Unified Health System (Sistema Único de Saúde, SUS) by expanding access, improving the quality of care, and integrating care networks. In this context, the Secretariat of Information and Digital Health (Secretaria de Informação e Saúde Digital, SEIDIGI) of the Ministry of Health, through strategic investments, has proposed the institutionalization of telehealth as a tool to support clinical care, education, and management. This report aims to describe the experience of the Digital Health Hub at the Federal University of São Paulo (Universidade Federal de São Paulo, UNIFESP) in implementing mechanisms to monitor operational indicators for telehealth actions (1-4).
METHODS:
This descriptive experience report was based on an analysis of federal regulations related to telehealth, follow-up of operational indicators, and systematization of monitoring strategies developed by the UNIFESP Digital Health Hub between November 2024 and December 2025. Governance flows were analyzed, including operational procedures and institutional structure, data collection and validation processes, and strategies for capacity building and support for public health services within the public network.
RESULTS:
The UNIFESP Digital Health Hub developed 18 instruments, including governance flows and operational tools, as strategies to monitor production indicators, promoting continuous team qualification and process standardization. These instruments were developed based on the SUS policy framework and the Brazilian digital health agenda, the characteristics of the partner territories, and the operational capacity of telehealth teams. Conceptual alignment and coordination with care delivery teams enabled systematic monitoring of telehealth actions within the initiative.
CONCLUSIONS:
Implementing monitoring methods contributes to consolidating digital health transformation as a sustainable public policy, expanding access and improving the quality of health care.
