One Health governance: an environmental scanning in Brazil

The term One Health (OH) has become an important concept in global health, which can be defined as an integrated and unifying approach that aims to sustainably balance and optimize the health of people, animals, and ecosystems. Despite the progress towards interdisciplinary and transdisciplinary thinking, it remains necessary to integrate the social sciences and humanities more extensively into OH approach. This study aimed to investigate the existing evidence on OH governance in Brazil. This is a qualitative and descriptive study, part of a multicenter comparative project, including four countries: Brazil, Canada, Ecuador, and Rwanda. The method used was environmental scanning, which involves situational and institutional analysis of OH governance systems in the country. Interviews (n=31) were conducted, followed by two focus groups with key individuals working in different governmental and non-governmental institutions in Brazil. The content analysis was performed using Nvivo software, based on a codebook common to the four countries participating in the study. Through the analysis of interviews and focus groups, essential elements for OH governance in brazilian institutions were observed, such as the need for greater infrastructure and tools to assist the work process and promote intra- and intergovernmental collaboration, as well as collaboration with civil society. The implementation of the Interministerial Technical Committee on OH in Brazil was mentioned as a positive point. The lack of knowledge about this approach, both by civil society and by people working in government institutions, has been reported as a critical point. Furthermore, it was observed that gender and vulnerable populations issues were rarely mentioned. Among the 31 interviewees, only three mentioned in their accounts issues related to the importance of including these topics in public policies in general. We can observe that OH governance in Brazil still faces institutional challenges, but important progress is being made towards its effectiveness.
