ABSTRACT
BACKGROUND:
Renewable energy (RE) is progressively upheld as a catalyst factor for promoting universal health coverage (UHC) in Africa’s regional agenda, mainly via digitalized health systems development. However, few studies have covered the paths connecting RE deployment, digital infrastructure, and fiscal resilience. This paper look into these relations across 40 African economies from 2013–2022.

METHODS:
I use a two-way fixed effects (TWFE) model, a single-threshold panel regression, and K-means machine learning clustering

RESULTS:
The TWFE results indicate that the access to RE significantly enhances digital health coverage (β = 0.657, p < 0.10), meanwhile digital infrastructure has a robust positive impact (β = 1.579, p < 0.01). However, the interaction RE × AFRI_lag1 (absorptive financial resilience index) is negative (β = –1.939, p < 0.10), translating the following: in financially robust arrangements, marginal increase in RE expansion is likely to result in diminishing marginal benefits with no cross-sectoral coordination. Threshold analysis indicates a critical RE level (γ̂ = 0.251; p = 0.09), beyond which the health effect of RE happen to be significantly magnified. K-means clustering single out economies into low-, moderate-, and high-integration regimes, unveiling varied preparedness levels for energy–digital health convergence.

RESULTS:
Findings stress that digital infrastructure is quintessential to increase RE’s health benefits, while financial resilience offset effectiveness, yielding non-linear policy routes. Coordinated investments in RE, digital health platforms, and HIS accreditation can reinforce sustainable healthcare services across Africa’s energy transition. JEL Codes: I15, O13, Q42, C23, C38
