Prevention of noncommunicable diseases from a 360-degree perspective: advocacy and network-based action for the promotion of public health policies

ABSTRACT
INTRODUCTION:
Noncommunicable diseases (NCDs) constitute one of the main global public health challenges¹. Their prevention requires integrated approaches that address social, political, commercial, and regulatory determinants, particularly in contexts shaped by strong corporate interests. This abstract presents an experience report from the 18th Seminar on Strategic Alliances for Health Promotion, which introduces a 360-degree prevention perspective for NCDs². This approach proposes an expanded framework that articulates public policies, healthy environments, regulation of harmful products, and collective action as key pillars of health promotion. The seminar aimed to strengthen network-based action and foster collaborative strategies for NCD prevention, aligned with global agendas of equity and sustainability.
METHODS:
This is an experience report of a face-to-face event held by ACT Health Promotion in August 2025, in Brasília, Brazil, with the participation of 150 members of the Health Promotion Network and institutional partners, including civil society representatives, researchers, public managers, and health professionals. The program included thematic panels, debates, poster presentations, and advocacy activities in practice, addressing health determinants, food environments, health equity³, and the confrontation of corporate interests associated with harmful products.
RESULTS:
The seminar functioned as a space for intersectoral dialogue aimed at the promotion of public health policies. The introduction of the 360-degree prevention approach to NCDs promoted alignment between global and local health agendas and deepened discussions on health governance and health equity within the Health Promotion Network. Advocacy activities strengthened political engagement in response to corporate interests detrimental to health.
CONCLUSIONS:
Strengthening collaborative networks is fundamental for health promotion and NCD prevention. Collective actions⁴, supported by intersectoral alliances and network-based collaboration, are central to reinforcing health governance and addressing the political determinants of NCDs, in line with the Sustainable Development Goals.
