Public Health Governance and Ambulatory Care: Evaluation of Operational Efficiency with Effectiveness and Sustainability Practices at AMAS Umane

ABSTRACT
INTRODUCTION:
AMAS Umane is a secondary healthcare ambulatory clinic that provides healthcare services for children and adolescents. It adopts a public health management model based on scientific evidence, principles of equity, and governance. Its operations are aligned with the guidelines of the Brazilian Unified Health System (SUS) and the Sustainable Development Goals (SDGs), promoting comprehensive access for the user.
METHODS:
In order to improve the operational management of the unit, a monthly schedule of meetings to monitor the routines was established. The meetings included the participation of the regulatory and medical and administrative coordination teams, analyzing data extracted from the hospital management system (MV). The methodology was based on the analysis of performance indicators, focusing on the availability of appointments, agenda occupancy rates, and absenteeism rates. During the sessions, data is discussed to identify bottlenecks in the flows, enabling the development of immediate action plans, optimization of resources, and reduction of user waiting time.
RESULTS:
The comparison between the periods of June 2022–2023 and June 2024–2025 demonstrated significant improvement in performance and care efficiency, as the number of consultations increased by 22% (from 7,531 to 9,222). Data analysis also showed a 70% increase in access to the service for patients awaiting specialized consultation. Through the integration of technology, ethics, and sensitivity to user needs, the results show that the meetings led to a more strategic use of available resources.
CONCLUSIONS:
AMAS Umane reaffirms its commitment to providing excellent ambulatory care, based on effectiveness and sustainability. The adoption of governance practices and continuous monitoring consolidates an efficient operational evaluation model, contributing to the strengthening of public policies and the improvement of population health indicators. These advancements support lasting improvements in daily organizational efficiency, expanding the application of a model centered on humanized care and comprehensive care delivery.
