ABSTRACT
BACKGROUND:
This paper describes sanitary control actions conducted in preparation for 30th United Nations Climate Change Conference (COP30-2025) held in Belém - Pará state, a mass gathering event held in the climate hotspot Brazilian Legal Amazon. These actions also aligned with Ministry of Health strategies to strengthen sanitary policies and systems in the region.

METHODS:
Brazilian Health Regulatory Agency (ANVISA) coordinated sanitary control actions on Blood, Tissue and Cell (BTC) establishments, in collaboration with state and municipal health regulatory authorities. Integrated actions for this region were intensified between 2024 and 2025 aiming capacity-building of National Health Regulatory System (SNVS), including joint inspections, risk assessments, technical support, registry updates, inspector training, technical meetings, development of guidance materials and post-inspection monitoring. The initiative was supported by technical cooperation with the Pan American Health Organization (PAHO).

RESULTS:
In 2025, of 41 joint inspections conducted by Anvisa,18 were in the Brazilian Legal Amazon (7 in Pará) identifying and mitigating critical quality and safety gaps in BTC establishments. Likewise, 31 inspector training activities and 15 technical meetings strengthened risk-based regulatory oversight, while standardized tools (5) and guidance materials (2) were developed. The number of regional qualified inspectors registered increased from 22 to 39. In 2024, 12 inspections (6 in Pará) and 12 meetings were carried out. In the last 2 years, 100% of blood establishments that manufacture blood components and of tissue banks in Pará were inspected and monitored to satisfied risk categories.

CONCLUSIONS:
Implemented actions strengthened preparedness for COP30 and local technical capacity of the SNVS, demonstrating intergovernmental coordination. Results focused on qualification, harmonization and integration of control practices, in full alignment with national sanitary goals and international commitments. Moreover, lessons learned are expected to inform future initiatives aiming the continuous monitoring, risk assessment and control of BTC in this challenging region.
