Successful experience of Anvisa in the remote inspection of goods and products imported to Brazil

The sanitary inspection of imported goods to Brazil represents an extremely important stage of the import approval process carried out by Anvisa. Given the need to keep up with technological advancements in the field, as well as to inspect imported goods for a country of continental dimensions like Brazil, the regulatory agency identified the need to change the inspection model from primarily in-person to a remote format. For that, Anvisa developed the regulatory process for the publication of RDC nº 597/2022, which provides for remote sanitary inspections of goods and products imported and subject to sanitary surveillance. The present study collected and analyzed data from 3 (three) years and 9 (nine) months of remote inspections conducted by Anvisa. From January 2022 to October 2025, 3,640 (three thousand, six hundred and forty) remote inspections were conducted, covering 18 (eighteen) of the 27 (twenty-seven) Brazilian states – which represents about 70% of the country's territory. The majority of the inspections (68.43%) were carried out thru specific systems provided by the customs facilities. The remaining (31.57%) were conducted thru Microsoft Teams, which represents the videoconferencing system contracted by Anvisa. All classes of products under Anvisa's approval were inspected during the period, with 49.91% being medical devices, 15.41% cosmetics, 11.07% medications, 9.91% food, 4.28% pharmaceutical inputs, and 3.85% controlled substances. The other inspected classes include sanitizers, reference standards, and products not subject to sanitary intervention. It was found that, with the implementation of remote inspections, there was an expansion of Anvisa's response capacity in the oversight of imported products, as well as modernization, harmonization, and simplification of procedures. Since then, remote inspection of imported goods and products has been established as an appropriate practice consistent with measures to facilitate foreign trade for Brazil and as an innovation for the future of global public health.
