Actions for the control of chronic noncommunicable diseases in primary health care in Brazil: development of an evaluation model.

ABSTRACT
INTRODUCTION:
Chronic noncommunicable diseases (CNCDs) are a global public health problem. The scenario in Brazil shows progress in the implementation of actions for the control and treatment of CNCDs. The monitoring and evaluation of policies and programs are essential in the field of management, providing guidance and decision-making. The Evaluability Study (ES) has been used in the field of health evaluation because it is a systematic approach to planning evaluation projects1, and aims to deepen understanding of the object and policies, identifying the essential components for the evaluation moment2,3. This study aimed to develop and systematize an evaluation model for actions to control chronic noncommunicable diseases in primary health care.
METHODS:
An evaluability study was conducted, based on Thurston and Ramaliu2, following the steps of document analysis, review of national and international literature, and validation with experts, which guided the development of the models and analysis matrix. For its validation, the consensus conference technique was used in consultation with stakeholders.
RESULTS:
The study developed the program theory, in which actions for the control of NCDs in PHC should ideally occur in an integrated manner, with the provision for adequate care, providing qualified health care4. The program theory established the contextualization and logical design of the program, with objectives, goals, activities, products, results, and impact, which had not been systematically explained in the literature and documents until then. In the end, an evaluation model was obtained, consisting of 19 indicators aggregated into two dimensions, with suggested evaluation questions and forms of analysis.
CONCLUSIONS:
It was found that actions for NCD care can be evaluated through an implementation analysis and that the defined program theory can be used by various actors, both nationally and internationally, to implement and/or improve NCD care in PHC.
