ABSTRACT
BACKGROUND:
Global climate change poses unprecedented threats to public health, underscoring the urgent need to build climate-resilient health systems. The World Health Organization (WHO) has developed frameworks and assessment tools to guide this process. This study aims to systematically analyze the global application patterns of WHO tools and conduct a preliminary localized assessment of climate-resilient health system of Beijing, China.

METHODS:
The study utilized a literature review to analyze national adaptation plans and reports from 10 countries, summarizing key application strategies of WHO tools. Based on strategies, the study uses public data and policy documents from Beijing City to locally adapt the WHO assessment tool, evaluates and rates the climate resilience of Beijing's health system. A SWOT analysis is further employed to identify the internal strengths, weaknesses, the external opportunities and threats, of the system in addressing climate change.

RESULTS:
The global analysis identified four primary application strategies: policy integration, international collaboration, phased implementation, and localization. Countries prioritized governance, multi-sectoral coordination, human resources, surveillance and infrastructure, while environment and financing indicators were less frequently adopted. The empirical assessment of Beijing revealed that the City scored high in "Leadership and Governance"(2.80) and "Emergency Preparedness"(3.00). However, lower scores were observed in "Health Workforce"(1.67) and "Infrastructure and Technology"(1.75), particularly at the primary care and peripheral facility level. SWOT analysis further revealed structural advantages (policy support, monitoring capacity) and weaknesses in primary care resilience, supply chains and equity for vulnerable groups.

CONCLUSIONS:
The study summarizes four main application strategies of WHO tools, and confirms the practicality of localizing WHO tools for health resilience assessments. The Beijing case demonstrates the feasibility of translating WHO frameworks into a city-level assessment, and provides a reference for building and measuring the climate resilience of health systems for other cities in China and even abroad.
