Perception of Primary Health Care professionals regarding their contribution to health promotion: an experience report from the 'Saúde na Escola' Program, Brazil

The School Health Program (Programa Saúde na Escola – PSE) is a structuring intersectoral strategy aimed at health promotion, disease prevention, and the strengthening of comprehensive care for children, adolescents, and young people within the school setting. Established by the Brazilian Ministries of Health and Education, the program is regulated by national guidelines that support the planning, implementation, monitoring, and financing of actions, as outlined in the Program Manager’s Handbook, the official document guiding implementation. Funding follows a tripartite model, with federal transfers conditioned on municipal adherence, target agreement, and the registration of actions in the Primary Health Care Information System (SISAB) through the e-SUS Primary Care strategy. In Vitória, capital of Espírito Santo, health and education professionals recognize the PSE as a key space for intersectoral coordination, fostering closer alignment between health services and the school and community context. For the 2025/2026 cycle, the municipality agreed on a target of 100% coverage of school units, including Early Childhood Education Centers, Elementary Schools, and Youth and Adult Education programs. Priority actions include violence prevention and the promotion of a culture of peace, assessment of vaccination status, sexual and reproductive health, healthy eating and obesity prevention, and mental health. This study aims to report the experience of Primary Health Care professionals involved in the implementation of the PSE in Vitória regarding the relevance of the program for health promotion, considering the agreed-upon guidelines and priority themes for the current cycle. According to these professionals, the PSE expands students’ access to qualified health information, strengthens the bond between schools, families, and health services, facilitates the early identification of vulnerabilities, and contributes to a healthier school environments. These outcomes promote comprehensive student development and reduce health inequalities, reaffirming the strategic role of the PSE in strengthening Primary Health Care at the territorial level.
