Introduction/
BACKGROUND:
Urban environmental health in Uganda is increasingly affected by climate change, posing significant public health risks. Rapid urbanization in Kampala and other cities contributes to air and water pollution, heat stress, vector-borne diseases, and poor sanitation, affecting over 62% of urban residents. Transparent governance and accountable systems are critical to mitigate these risks. Public-Private-Civic Partnerships (PPCPs) and digital advocacy platforms are emerging as effective mechanisms to enhance policy responsiveness and citizen engagement. Purpose and Research Question: This paper investigates how climate change advocacy communication campaigns can improve transparency, governance, and accountability in Uganda’s urban environmental health systems. Key question: How effective are climate-focused communication strategies in promoting evidence-based urban health governance and citizen engagement? Objectives to: (1) Assess the reach and impact of PPCPs and digital platforms in climate-health advocacy. (2) Identify urban health risks linked to climate change and gaps in service delivery. (3) Strengthen policy and accountability frameworks through evidence-based advocacy and north-south-south partnerships.
METHODS:
A systematic literature review (SLR), policy and document analysis, and One Health approach were employed. Health Seeking Behavior Theory of Change guided the assessment of communication pathways influencing citizen awareness and action. Digital readiness (48% internet access, 65% mobile penetration) was analyzed to evaluate campaign effectiveness. Key indicators included PPCP engagement, policy adoption, and citizen participation rates. Results include: Almost 58% of urban districts engaged in PPCP-led climate-health initiatives. Only 47% of citizens reported improved awareness of urban environmental risks. Just 39% of advocacy recommendations influenced municipal health policies. Common challenges: limited inter-sectoral coordination (42%) and insufficient funding (35%). Urban heat and air pollution affected 61% of surveyed households; vector-borne diseases incidence: 29%.
CONCLUSIONS:
Climate change advocacy campaigns, leveraging PPCPs and digital platforms, enhance urban health governance transparency. Recommendations include scaling digital climate-health platforms, institutionalizing community monitoring, and strengthening north-south-south collaborations.
